That'd be pretty much how I'd rate it; the story never really seems to get any momentum - I guess part of it is that it's setting up characters and plot points for later in the series, but on the other hand, there's nothing there where I'm thinking "Huh, I wonder what (character)'s deal is; I bet (plot point) will be important later." - it all feels like padding.
