Janeway's death is incredibly ambiguously written - specifically mentioning Spock's death and resurrection, among other things - that I'm assuming some editor specified that her fate had to left at least somewhat open.
I'm actually kind of glad that it's such a horrible book so I can slam it for reasons other than just "they killed off a character I like!". Peter David's said he's not a fan of Voyager, but reading this, you'd be forgiven for thinking he wasn't a fan of TNG either.
