Well, that settles it: absolutely anything women wear will be interpreted as an invitation by someone, somewhere. This plan is looking less and less ridiculous, which is scary.

Having lived there: paradoxically for a religious country, Israel has an extremely sexualized culture, much more so than the United States. So much that some women avoid going outside alone (or go out wearing burka) because they don't want to be groped on the street. Seems the men on the Rabbi council don't like that.
